In the name of Allah, the Most Gracious, the Most Merciful.

Peace, mercy, and blessings of Allah be upon you all.

All praise belongs to Allah alone.

I begin by extending my respectful greetings to outgoing President Muse Bihi Abdi, who today has gracefully and honorably transferred the leadership of our nation in the spirit of Somaliland’s cherished tradition of peaceful transitions of power. I also warmly welcome former President Dahir Riyale Kahin, who has traveled to witness this historic moment.

I greet Vice President Abdirahman Abdillahi Ismail (Saylici), Speaker of the House of Elders Suleiman Mohamoud Adan, Speaker of the House of Representatives Yasin Haji Mohamoud Hiir (Faratoon), Chief Justice Adan Haji Ali, and the leaders of our national political parties—WADDANI, KAAH, and KULMIYE.

I extend a heartfelt welcome to President Mustafe Muhumed Omer of the Somali Regional State of Ethiopia, our neighbor and brother.

My greetings also go to our former Vice Presidents Abdirahman Aw Ali Farah and Ahmed Yusuf Yasin, members of the House of Representatives, House of Elders, local councils, the National Electoral Commission, our dedicated armed forces, civil servants, distinguished guests, and citizens of Somaliland within and beyond our borders.

To our esteemed international guests, including ambassadors, diplomats, and representatives of international organizations, I express my deep gratitude for honoring us with your presence. Your support for Somaliland’s democracy, development, and humanitarian efforts continues to strengthen our bonds of friendship and cooperation.

A New Chapter for Somaliland

Today, we embark on a new beginning—a chapter defined by unity, peace, and progress. Together, we will work tirelessly to uphold good governance, justice, inclusivity, and the rule of law, ensuring that every citizen’s rights are protected.

The responsibility entrusted to me is immense, and I am inspired by the collective will of our people for transformation. I pledge to honor this trust with dedication and to lead our nation toward a brighter future.

Principles and Governance

As President, I have sworn to uphold the religion, sovereignty, and welfare of Somaliland—not to serve the interests of any party, group, or clan. Our unity is rooted in our shared national identity, as enshrined in the Burao Declaration, the Borama National Charter, and the Constitution of Somaliland.

Our governance will be founded on transparency, justice, and inclusivity. Each peaceful transition of power reaffirms our democracy and strengthens our resolve to gain international recognition.

Economic Growth and Development

My administration is committed to fostering economic recovery and growth. We will combat corruption and mismanagement, promote entrepreneurship, and attract local and international investment.

To empower our youth, we will facilitate access to financial support for small and medium-sized enterprises, increase local production, and leverage our resources to integrate Somaliland into global markets.

Social Services and Environmental Sustainability

We will prioritize advancements in education, healthcare—particularly maternal and child care—food safety, and access to clean water.

Recognizing the impact of climate change, we will collaborate with international partners to build resilience in our agricultural and livestock sectors, ensuring sustainable development.

Justice and Social Inclusion

Our administration will champion social justice, ensuring fair representation and inclusion for women and marginalized groups. Youth empowerment remains a cornerstone of our vision, as we equip them with the skills and knowledge to drive national progress.

Diplomacy and National Unity

National unity is the foundation of Somaliland’s strength. We will prioritize reconciliation and dialogue to resolve internal conflicts, particularly in the eastern regions, while building a strong national defense to safeguard our borders.

On the international stage, we will advance Somaliland’s case for recognition, emphasizing our historical and legal legitimacy. Our resilience and democratic achievements stand as a testament to our readiness to contribute to regional stability and global peace.

Conclusion

The path ahead is challenging, but with collective effort, determination, and the support of our people, I am confident that we will overcome these obstacles and achieve our aspirations for a prosperous, united, and internationally recognized Somaliland.
