What the President does

Under the Constitution of the Republic of Somaliland, the President is Head of State and Head of Government.

Head of State and Head of Government

Represents the Republic at home and abroad, appoints and chairs the Council of Ministers, and directs the executive branch.

Commander-in-Chief of the armed forces

Supreme command of the national armed forces, police and custodial corps, exercised in accordance with the Constitution.

Foreign relations and treaties

Conducts foreign policy, receives the credentials of foreign envoys, and signs international agreements subject to parliamentary ratification.

Legislation and decrees

Signs laws passed by the Houses of Parliament, may return bills for reconsideration, and issues presidential decrees (wareegtooyin).

Appointments

Nominates ministers, judges, ambassadors and heads of independent institutions in the manner prescribed by the Constitution.
