Somaliland: President Cirro’s Address at the Honorary Luncheon of the House of Elders

In the Name of Allah, the Most Gracious, the Most Merciful.

Honorable Speaker of the House of Elders, Haji Saleeban, esteemed members of the House, Ministers of the Government, and other distinguished officials,
Peace and blessings be upon you all.

It is a great honor to address the House of Elders, the foremost institution of our nation. This gathering marks an opportunity to strengthen our engagement, enabling us to remain aligned on national priorities and to deliberate on strategies for building a brighter future for the Republic of Somaliland.

The institutions of Somaliland play a pivotal role in advancing democracy and governance. As a government, we recognize our responsibility to involve you in shaping the positive reforms necessary to guide our nation forward.

The House of Elders, of which I am an honorary member, has significantly contributed to the foundations of our statehood. Your leadership, wisdom, and experience have been vital in strengthening our values, safeguarding traditions, and ensuring national security. This has earned you the trust of the nation and underscored the critical role of this institution in our constitutional framework.

This meeting highlights the importance of collaboration across all branches of government to solidify governance structures and fulfill the aspirations of our citizens. I hope today’s discussions will further accelerate this cooperation, fostering unity and delivering impactful results for our people.

Together, we must lay the groundwork for national solidarity that resonates across Somaliland and strengthens our regional and international relationships.

We deeply value our enduring partnership with Ethiopia, a long-standing ally critical to our economic development, security, and stability. We remain committed to further enhancing this relationship for the mutual benefit of both nations.

Similarly, our ties with the United States remain a priority. We commend the efforts of U.S. Congress members and the Foreign Affairs Committee in advocating for the establishment of a diplomatic office in Somaliland. We will continue to strengthen this partnership and explore opportunities for closer collaboration.

We are also engaging with many other nations, and I am optimistic about achieving meaningful outcomes that will benefit our people and enhance our international standing.

Domestically, we have initiated comprehensive assessments of our security forces to advance reforms in national defense and public safety. Simultaneously, we are intensifying stabilization efforts in Eastern Somaliland, which have shown encouraging progress. As discussed with the Speaker of the House of Elders, we will soon establish an independent committee dedicated to peacebuilding in these regions.

Although there is currently no immediate threat requiring urgent intervention, we must maintain heightened vigilance to ensure Somaliland remains a beacon of peace and democracy in the Horn of Africa.

Fellow leaders,

Let us set aside personal ambitions and interests that fall short of our national goals. Together, we must unite in pursuit of the collective aspirations and vision of our nation. This is the commitment my government pledges to uphold.

Through unity, we can build a resilient, prosperous, and hopeful Somaliland that inspires confidence in its people and serves as a model for the region.

May Allah guide and support us in achieving this vision.
