In alignment with the Government’s commitment to enhancing the efficiency, professionalism, and modernization of the National Forces of the Republic of Somaliland, His Excellency the President of the Republic of Somaliland, Abdirahman Mohamed Abdillahi (Cirro), has issued this Presidential Decree to formally appoint a Committee for the Reform and Modernization of Somaliland’s National Forces.

Purpose:

Appointment of the Committee for the Reform and Modernization of Somaliland’s National Forces to oversee the strategic reform, institutional advancement, and modernization of operations within the country’s National Forces.

Committee Composition:

  1. Minister of Defense – Chairperson
  2. Minister of Interior and Security – Deputy Chairperson
  3. Minister of the Presidency – Secretary
  4. Minister of Finance and Economic Development – Member
  5. Minister of Justice – Member
  6. Minister of Fisheries and Marine Resources – Member
  7. National Security Advisor to the President – Member
  8. Senior Economic Advisor to the President – Member

Mandate of the Committee:

The Committee is tasked with:

  • Spearheading the comprehensive reform and modernization of Somaliland’s National Forces.
  • Executing its responsibilities with the highest level of professionalism, efficiency, and expediency.
  • Utilizing technical expertise and strategic resources to fulfill its mandate within a designated timeframe.

Directive to National Force Commanders:

All commanders of Somaliland’s National Forces are instructed to fully cooperate with the Committee and provide the necessary support to facilitate the successful execution of its duties.
