Somaliland: President Chairs Cabinet Ministers Meeting

The 8th session of the Cabinet of Ministers of the Republic of Somaliland was held today at the Presidential Palace, chaired by His Excellency the President of the Republic of Somaliland, Abdirahman Mohamed Abdillahi (Cirro), flanked by the Vice President, Mohamed Ali Aw Cabdi. The session focused on key national issues of strategic importance.

Security and Governance

The Minister of Interior provided an update on the country’s security situation, affirming that Somaliland remains stable with no significant security threats. Routine law enforcement issues, including minor criminal activities and traffic incidents, were reported as the primary concerns.

Economic Growth and Fiscal Management

The Minister of Finance and Economic Development reported a continued increase in national revenue, attributed to enhanced tax collection efforts. The Minister further stated that the government is implementing measures to stabilize the Somaliland Shilling and mitigate economic fluctuations.

Education and Human Capital Development

The Minister of Education presented the National Education Policy, which has been designed to meet the evolving educational needs of Somaliland. The policy aligns with the Third National Development Plan and other national strategies, ensuring a modern, structured approach to education and knowledge development.

Foreign Affairs and International Cooperation

The Minister of Foreign Affairs and International Cooperation provided an update on the Foreign Embassies Act, emphasizing the critical role of diplomacy in protecting Somaliland’s international interests, fostering global partnerships, and advancing Somaliland’s quest for recognition. The Minister highlighted the importance of establishing a comprehensive legal framework to regulate and strengthen Somaliland’s diplomatic missions abroad.

National Development and Strategic Investments

The Minister of Planning and National Development presented an overview of the Somaliland Development Fund (SDF), detailing its governance structure, financial management, and priority projects. The Minister outlined the fund’s contributions to key sectors, including infrastructure, healthcare, and water resource management, which are essential for sustained national development.

Maritime Resources and Fisheries Development

The Minister of Fisheries and Marine Resources provided an in-depth assessment of Somaliland’s marine resources, reporting that the country’s waters contain over 360 commercially viable fish species. However, the Minister noted key challenges hindering the sector’s growth, including limited access to modern fishing equipment, lack of investment, and absence of a national policy framework to guide sustainable marine resource utilization.

Livestock Development and Rural Economy

The Minister of Livestock and Rural Development delivered a comprehensive report on strategic initiatives to enhance the livestock sector, including:

  • Completion of the National Livestock Feed Policy
  • Assessment of livestock diseases across Somaliland’s regions
  • Implementation of modern veterinary treatment procedures
  • Completion of the Qool-Cadey Rangeland Study
  • Preparations for a National Conference on Sustainable Livestock Development
  • Establishment of a comprehensive veterinary laboratory for livestock health management
  • Strengthening public health measures in dairy markets
  • Improvement of hygiene standards in slaughterhouses
  • Development of a National Strategy for Livestock and Rural Development

Government Decision-Making and Institutional Strengthening

The Cabinet approved the formation of specialized subcommittees to enhance the efficiency of government operations and policy implementation.
