His Excellency, President of the Republic of Somaliland, Muse Bihi Abdi issued a decree on handling rape cases. In the 129th session on 13/06/2024, the Cabinet decided that the judicial system should manage these cases.
After reviewing Articles 90 and 36 of the Constitution, considering the Cabinet’s decision, noting the rise in rape crimes threatening national security, and recognizing the need for justice for those accused of rape.
I have decided:
- The crime of rape shall be adjudicated by the competent courts of the country. Those accused of committing such crimes will receive the legal punishment they deserve, ensuring the protection of citizens’ basic rights and freedoms.
- I instruct the Chief of Police and the Attorney General to ensure that those accused of rape are brought before the competent courts, and not resolved through an alternative system.
