Somaliland Council of Ministers Holds Second Session: Key Discussions and Resolutions

The Council of Ministers of the Republic of Somaliland convened for its second formal session, presided over by His Excellency President Abdirahman Mohamed Abdillahi (Cirro) and attended by His Excellency the Vice President. The meeting began at 2:00 PM at the Presidential Palace.

In a recent procedural change, Council meetings are now scheduled in the afternoon (2:00 PM to 5:00 PM), allowing ministers to dedicate the morning hours to public service duties. The session commenced with Quranic recitations, followed by a review by the President of the commitments made during the first session and the progress achieved.

Subsequently, the President requested each minister to provide an update on their transition and assumption of responsibilities within their ministries. All ministers confirmed the successful completion of their handovers, with the exception of the Ministry of Resettlement and Humanitarian Affairs (formerly the National Refugees and Displacement Agency), which encountered minor delays.

Ministerial Briefings

  1. Ministry of Finance and Economic Development:
    The Minister presented an overview of the national financial status, outlining strategies to improve the efficiency of revenue collection and fiscal management.
  2. Ministry of Defense:
    The Minister reported on recent security incidents in Erigavo, confirming the nation’s overall security while emphasizing the importance of ongoing vigilance.
  3. Ministry of Interior:
    The Minister assured the Council of the country’s stability and reaffirmed that the defense and security of the Republic of Somaliland is a fundamental national responsibility.

Legislative Reforms Discussion

The Attorney General provided an in-depth explanation of Law No. 71/2015, which addresses amendments to the governance framework for coordinating government ministries and independent agencies. The Council engaged in an extensive discussion on these proposed legislative reforms.

100-Day Government Agenda

The Minister of the Presidency outlined the government’s priorities for the first 100 days of President Abdirahman Mohamed Abdillahi’s administration. The agenda focuses on strategic initiatives aimed at accelerating national development, improving institutional efficiency, and enhancing public service delivery.

In his concluding remarks, President Cirro reaffirmed his and the Vice President’s commitment to their constitutional duty to defend the nation, its people, and its values. The President highlighted the government’s commitment to fostering dialogue, peace, and unity among all communities in Somaliland. He also emphasized the administration’s unwavering dedication to safeguarding the sovereignty and territorial integrity of the Republic of Somaliland, at all times and under all circumstances.
